After altering graphics performance settings for C:\program files(x86)\Minecraft launcher\MinecraftLauncher.exe to high performance the launcher no longer opens.
This setting can be found by going to graphics settings on windows 10.
I've tried opening as administrator, running in combatability mode, updating my graphics drivers, deleting my minecraft launcer file/uninstalling minecraft & obviously reverting the setting back to its default state.
I believe the issue is that after changing the setting back to default, it requires the application to be launched to fully update it, as said on the graphics setting page:
"choices may not take effect until next time the app launches"
