Strongholds not spawning when using eyes of Ender(s)

      Put the summary of the bug you're having here

      What I expected to happen was...:
      I was testing out 1.9 (This was after it was fully released) and was tryting to get to the end, so i got eyes of ender and travelled to where it said the stronghold was.

      What actually happened was...:
      I dug and found no such stronghold, i repeated this four times, twice i got a stronghold but no portal (Double checked by going into spectator mode) and two times there was no stronghold at all.

      Steps to Reproduce:
      1. Get eyes of ender
      2. Navigate to where they say a stronghold/portal is.
      3. Note that there is no portal or stronghold.
