Powered rails are able to power adjacent rails in when they are a sloped rail facing the block another rail is placed on, but can't going the other way around.
Steps to Reproduce:
- Replicate the setup shown in this image

- Power the rails from the left side
- Unpower the rails
- Try and power it from the right side
Observed Results:
In the setup shown, the rail will power from the left side, but not the right
Expected Results:
The rails would either consistently power eachother in both cases, or neither of them would power the other in both cases.
(Depending on which is seen as intentional behavior)
