Viewing another player, their head (pitch) and body rotation will not update position without the player moving location. Yaw of head (rotation) doesn't update at all.

If player is moving, then body yaw (rotation) is visibly animated.
If player is moving, then head pitch is visibly animated.
Head yaw (rotation) doesn't change.
