When flying with an elytra, especially with speed 3 or more made from a command, you are stopped in mid flight as if there was a wall, and then you continue but you have lost a lot of motion and you don't go as far. To reproduce, use /effect @p 1 9999 and then 3 or more...go high on an unrendered world and fly...
