I expected for a harming tipped arrow to do more damage to the target you're shooting at. However, it didn't do any extra damage.

To confirm this bug, follow these steps:

1. grab a bow and a regular arrow.
2. summon a villager or mob of choice.
3. shoot the villager or mob of choice until it's dead.
4. count the number of shots it takes to kill
the villager or mob of choice.
5. do the same steps except use harming tipped arrow.
