When in a minecart, chunks don't load unless you manually reload them using F3+A, and even then, they only reload when you around a chunk away from them. However, I reload them often, but my minecart stops at the last chunk before I reload them. I have to restart my world, and then it glitches out and throws me out of the minecart before bringing me back in a couple of seconds later.
