If you have a high level of haste, around 20, then break a block in survival, it can stick around for a fraction of a second, sometimes you can even break the block again and wear out a tool unnecessarily (not actually sure if it does decrease the durability twice).
Best example:
Give yourself haste 21 with /effect @p haste 60 20 true
grab a diamond pickaxe and break a piece of obsidian. It will hang for about a second before dropping.

Note: I originally posted this as MC-81117 but was incorrectly marked as a dupe of MC-10755, despite the fact this is about haste and MC-10755 refers to Mining Fatigue. I do understand that the mods have a lot to do, and I've read that you should just report it again. So I am.
