Farmers/Brown Coated Villagers do not farm crops

What I expected to happen was that a farmer villager or any other brown coated villager should break a fully grown crop and plant on fertile soil where there are no crops

What actually happened was the farmers and brown coated villagers refuse to do any farming whatsoever and the crops are left alone.

Steps to Reproduce:
1. Plant crops near villagers
2. Bone meal crops so they are fully grown
3. Watch villagers do nothing
