When right clicking with boots in hand, they will be put on as if they were leggings. The armor level is still only 1, but the boots are visible to all other players as leggings. You cannot place the boots on the leggings slot with your mouse; only by right clicking.

Hold boots in hand.
Right click while holding boots.
