I guess it is arguable if this is really a bug, but a piston "pushing" air creates a piston extension.
You can easily test this by placing a command block with the command /testforblock ~ ~-1 ~ piston_extension and a comparator next to it. Now just place a piston in a way that the piston head is beneath the command block.
