Arrows shot by a player through a nether portal will still damage players on the other end of the portal even if the server has PvP disabled.
What I expected to happen was...:
The arrow would not damage the player on the other end. (Because of no pvp)
What actually happened was...:
Shooting the arrow through the portal did damage the player
Steps to Reproduce:
1. Get a server with pvp disabled.
2. Create a nether portal with 2 players, one in the overworld and one in the nether
3. Have one of the players shoot an arrow through the portal to hit the other player, it should damage them.
