At a low light level, water can be seen at a much brightness than the surrounding light levels. The screenshot will do most of the explaining.

To reproduce:

1. Set the world time to night.
2. Place water.
3. Observe! =D

(As a side note, I did this in Survival, and the world was created in 1.8.2- pre5.)
