      when I use the command /summon Cow ~ ~ ~

      {CustomName:"Thomas",CustomNameVisible:1}

      in minecraft 1.8 pre3, the cow has the name "Thomas" but if not looking directly at the cow, the name does not show up.

      Ported back to 1.7.10, the cow, spawned with the exact same command, /summon Cow ~ ~ ~

      {CustomName:"Thomas",CustomNameVisible:1}

      allows the cow to be spawned, and even when not looking at the cow, the name is still visible. yes, this is basically a repost of MC-68496, yet that one was marked "works as intended" by a moderator, and did not include the info that it did work in 1.7.10.
