If you use a command to turn day into shortly before night, the villagers will ignore you and stay outside. (You can see in the second one that the villagers are outside in my testing facility - doors are under the overhang on the right - and the villagers remain in the outside portion of the box.)
Similar to MC-55240; in fact, I discovered this when I was trying to see if that one was fixed. It wasn't, if you're wondering. However, the two issues may stem from the same problem - that villagers know how many ticks there are in a day and that if night falls early they'll count to the full amount of ticks anyway and thus their behavior is skewed.
