Sometimes when destroying a block, the block does not disappear and becomes a ghost block until the chunk is updated elsewhere. The fastest way to do that is to destroy or place a block next to the ghost block. I believe the same can be applied to placing a block down, where sometimes it's there but invisible, although this is much less likely compared to the destroyed block.
Note that I recorded this bug under 14w31a but the same bug applies to 32a.
