Banners don't stack when breaking the block it is resting upon

What I expected to happen was...:
The banner to drop off the wall and land in the stack I had.

What actually happened was...:
The banner did pop off the wall but when it popped into the inventory it made a new stack.

Steps to Reproduce:
1. Have 1-15 creative banners in your inventory
2. Place a banner on the wall
3. Break the block in which the banner is resting on
4. Pick up the banner on the ground.
