Steps to reproduce

• Find/place a double plant (e.g. double tall grass)
• Place a block on the top part of the plant

The plant will break, but will drop its block form (I'm guessing this is incorrect as they are only meant to drop their block form when using shears, normally, they will drop the occasional seeds)
