When destroying TallGrass and DoubleTallGrass without shears, they drop an untextured block, or a TallGrass/DoubleTallGrass item. When holding shears, the TallGrass/DoubleTallGrass item still drops as normal.

What I expected to happen was...:
Seeds to drop from the grass.

What actually happened was...:
Either a TallGrass item, or an untextured block drops.

Steps to Reproduce:
1. Create/Join a world in either game mode
2. Place a water bucket or punch the grass (If in survival)
