The map does not resize to a larger scale when shift-clicked out of the crafting grid. It only returns the earlier version of the map, not resized. You can tell this because the map is rendered already, and is the same size as before. When dragged with the mouse out of the table, it resizes just fine. Also, I've had a few instances where the map resizes after shift-clicking, but goes completely blank. I had to reload the world for the map to render.
Recreating: Open a normal map, and let it render completely. Place the paper in the crafting grid with the map and DRAG the resized map out of it with the mouse. It should resize totally fine.
Then, again, open a normal map, and let it render completely. Place the paper and the map correctly to resize it and SHIFT-CLICK it out of the grid. It should be the same as the original, and already rendered.
I'm sorry if that was a poor explanation.

MC-87 When scaling a map with paper, shift-clicking on it won't apply the correct scale level.
