When the players viewpoint approaches the very bottom of a cloud on the cloud layer, clouds appear to become totally opaque, and no objects (save the sky, sun/moon) will be rendered when looking through them. This is observable whether the player is inside the cloud, directly next to a cloud, or any distance below the cloud. This encompassed previously reported bug MC-54946.
