I noticed this when playing a minigame with some people, I hosted and each player's skin did not show up. We could all see my skin, but I couldn't see Thiers. They saw all the skins as normal and not default. I saw all skins except for mine as default, I hosted the world, we checked to see if it was my computer's fault by hosting the same world on someone else's computer. Same problem, host sees all skins except for own as default, connected players see actual skins. (Done fully on LAN multiplayer)
