Seeds Won't Grow Under Correct Conditions

Under regular conditions, only a select few of seeds will not grow in a consistent pattern. all other seeds grow just fine, but a few will stay at stage 1 unless bonemeal is used on them. In screenshot: still after 3 natural processes of growth, the same three (one block off screen) seeds have stayed at stage 1 growth, while the others have grown fully 3 times.
