I cannot place water in certain chunks. I've uploaded a video to youtube to show what is happening: http://www.youtube.com/watch?v=ntpaFYEPHFs&feature=youtu.be
The affected chunks are near where I first spawned when I create this new map.
The video shows me playing a mcpatch'd version of minecraft with the puredbcraft texture pack. I can confirm that this bug also happens in the original unpatched version using the default texture pack.
I don't know if this bug exists on older versions. This is the first time I've experienced this particular bug.
I've attached my server files that contain the map in which this bug is occurring.
