When trying to zoom a map out, putting paper around it in a crafting table doesn't work

      When I was trying to make a map zoomed all the way out, I placed paper all around it.

      What I was expecting to happen

      The map would zoom out from 2:4 to 3:4 scale

      What actually happened

      The map stayed zoomed at 2:4 scale

      (This is happening in ALL game modes*)

      *All game modes meaning Creative, Survival, and Adventure
