When I set the render distance to 16 Chunks, it renders more around 10 chunks

What I expected to happen was...:
The game would render the 16 chunks that it mentions in the options

What actually happened was...:
It rendered less than that, around 10 chunks

Steps to Reproduce:
Set render distance to 16 chunks, then open 1.6.2 and set render distance to far, 1.7.2 doesn't let you render that distance
