You cannot type to the book and quill that has custom name. I gave my self a book and quill using: /give @p minecraft:writable_book 1 0 {display:{Name:"Test",Lore:["Test1","Test1","Test1"]}} then I could open the pages (which were empty normally) but could not type, then my friends tried it and the result was the same.
