Fortune shovel doesn't drop gravel

      Diamond shovel with efficiency, fortune and unbreaking will drop flint but never gravel.
      What I expected to happen was...:
      Shovel would drop gravel and some flint.

      What actually happened was...:
      Breaking gravel only drops flint.

      Steps to Reproduce:
      1. Enchant diamond shovel with efficiency, fortune and unbreaking.
      2. punch gravel.
