The Rain & Thunder

What I expected to happen was...:
Commands error

What actually happened was...:
The Command (/toggledownfall,/weather clear )
is not Running .. When it writes to become the sky is black and white!

Steps to Reproduce:
1. Write In Chat (/toggledownfall)
2. The Command is not Running !
3. The Sky is Jamming Black and White!
4.Jamming is still ongoing (black and white)
