Gamerule commandBlockOutput does not affect

I wantet to make the gamerule to false but it does not affects

The Chat was Spammed by commandblocks, thats the reason why i wanntet to turn it off

1. make a clock with spamming commandblocks (like: /summon )
2. try to change the gamerule to false
