When fishing if the bobber is cast on to a water block two or less blocks away from the player the bobber floats one block above the water.

What I expected to happen was...:
Bobber of fishing rod floats on top of water block.

What actually happened was...:
Bobber floats on air block above water

Steps to Reproduce:
1. Stand on block next to water
2. Cast fishing rod into the closest water block
