I am playing Minecraft in Creative mode on seed -1418486403 position 112855 / 63 / -163. A village is located nearby which is almost completely surrounded by ice instead of water. When I summon the Bad Omen effect and a raid is starting, the raiders appear on one of two locations on the land surrounding the ice. From there they move until the ice begins and stop. The raid never reaches the village.
What I expected to happen was...:The raiders should have used the ice to reach the village.
What actually happened was...: The raiders stopped where the ice layer began. Note: when a bridge of at least width 2 is built one layer above the ice that leads from the raid spawn point to the village, the raiders will start moving towards the village on the bridge. This is most likely a routing problem where the routing ignores (or forbids) raiders to move on the ice.
Steps to Reproduce:
Use the seed as mentioned above to start a Creative mode game
Teleport to the aforementioned location
summon a raid with /effect give @s minecraft:bad_omen 1200 20
wait until the raid begins
observe how the raiders stop moving when they reach the ice layer
