Issues when changing amount of layers in Superflat world during world creation

      Selecting or entering a preset in the superflat customization menu using a different amount of layers than the previous preset causes issues depending on whether it has more or less layers. If it has more layers, it will only show as many layers as the menu was already showing on the previous preset. If it has less layers, the game will immediately crash (potentially trying to show the same amount of layers, but crashing when there isn't another layer to show?).
      Removing layers corrects it to show the right number of layers. Missing layers in the customization menu will still generate upon world creation.

      Steps to Reproduce:
      1. Enter world creation menu, set world type to Superflat, and enter the Superflat Customization menu
      2. Enter the presets menu and select a preset using a different amount of layers.
      3. If the preset is using more layers, there will be layers missing. If the preset is using less layers, the game should immediately crash upon clicking "Use Preset"

      Tested in multiple versions, seems to only affect 24w44a.
