This happens when the Minecart Improvements experiment is enabled. Minecarts launched by inclined upward powered rails will move backwards after landing on other minecarts. The "other minecarts" are also launched in the same way and land on the ground. This was not a mentioned change in the changelog.

Steps to reproduce:

1. Import and open the attached world: mc-275488.zip
2. Active the dispenser repeatedly
3. See what happen to minecarts

Expected result:
The second minecart will land on the first minecart, and because of gravity the second minecart will move and try to land on the ground instead of landing on other minecarts. After some time, when the minecarts aren't able to land on the ground, they will move forward until they land on the ground, or stop because of the friction.

Observed result:
After some time, when the minecarts aren't able to land on the ground, they move backwards.
