Minecarts with Furnaces don't push other minecarts effectively with the Minecart Improvements experiment enabled

      Prior to Snapshot 24w33a, minecarts with furnaces could effectively push other minecarts. In the latest snapshot (24w33a) minecarts with furnaces no longer are able to effectively and efficiently push minecarts in front of them when the Minecart Improvements experiment is enabled.

      Steps to reproduce:

      1. Create a world with the Minecart Improvements experiment enabled
      2. Place any minecart in front of a minecart with furnace
      3. Power the furnace minecart

      Observed result:
      The minecart with furnace is unable to increase the speed of the minecart in front of it.

      Expected result:
      The minecart with furnace increases the speed of the minecart in front of it.
