When attempting to enchant a fishing rod in the enchanting table fails. Enchants do not show up, and will not accept input from player to accept the unknown enchant. Confirmed the new rod has no enchants or curses. Player has over 30 levels and is using lapis. Player is able to enchant other items such as sword and mining pic. Seems to only NOT work when you try and use the enchanting table with no bookshelves. 

What I expected to happen was...:

I expect a fishing rod to be enchanted in the enchanting table. 

What actually happened was...:
The enchanting table shows that there are enchants available but when hovered over the table, there is no description such as Unbreaking. Will not accept player input to confirm the unknown enchant for the fishing pole. Other tools appear to work in the table such as a pick, or sword. 

Steps to Reproduce:
1. create fishing pole
2. create enchanting table
3. place fishing pole + lapis in the table

4. nothing as it's not currently working past this point.
