Prior to version 1.13, being inside Glowstone didn't result in being pushed out; one could freely move around within it despite still taking suffocation damage, giving the block a unique quality. However, since version 1.14, Glowstone behaves like any solid block, pushing entities away from it. This alteration wasn't documented in any changelog and could thus be unintentional. Moreover, it presents an inconsistency with other blocks, as Glowstone, unlike some others, doesn't allow redstone signals to transmit downwards (per MC-3311), yet these blocks don't push entities out of them.

      Steps to reproduce

      1. Put down a Glowstone block
      2. Stand atop it
      3. Switch to spectator mode
      4. Descend a bit while flying
      5. Return to your previous game mode.

Observation: Glowstone now pushes you out of it, which is different from its behavior before version 1.14.
Expectation: Glowstone should retain its previous behavior of not pushing you out of it, aligning with consistency among other blocks like glass and slabs, which do not transmit redstone signals.
