Wind charges are supposed to expand once they collide with a solid object. But the issue is that wind charges goes through certain solid blocks. Every block wind charges go through are also non-full, with that I mean that their hitboxes are not exactly the size of 1 block. With solid block I mean a block that a player can stand on like a stair or a cake. The list of blocks wind charges go through is: all stairs, all half slabs, all fences, all fences gates, all closed doors, all trapdoors, iron bars, all glass panes, beds, pathblocks, farmlands, snowlayers, dripstones, amethyst clusters, azaleas, cactus, bamboo, chorus plants, sniffer eggs, turtle eggs, honey blocks, lanterns, stonecuters, grindstones, campfires, composters, enchanting tables, scaffoldings, sculk shriekers, sculk sensors, anvils, brewing stands, cauldrons, bells, decorated pots, end rods, conduits, lecterns, chests, heads, dragon eggs, end portal frames, daylight detectors, activated pistons, cakes, sea pickles, moss carpets, candles, open shulkerboxes, chains, wool carpets, cobwebs, lighting rods, redstone repeaters, hoppers, flower pots, levers, redstone comparators and all walls.

To reproduce this issue you have to take one of the blocks I mentioned (for example iron door), and place it down. Now you give a wind charge to yourself. You go in front of the iron door and fire the wind charge on it.

As you can see it goes through the blocks I mentioned.

Maybe there are other blocks so check all the non-full blocks.

(The wind charge also goes through honey blocks wich are technically full but maybe not in the code.)
