When a noteblock is powered by a redstone torch, you log off (or maybe whenever the chunk becomes unloaded), log back in (or the chunk becomes re-loaded), and then power the torch powering the noteblock, the noteblock will play. This seems to happen in both single player and on a server, as well as in both survival and creative.
