Sometimes, Drowned who are targeting a player will freeze in place.

      I was playing in a normal survival world in 1.20.2, and exploring the ocean at daytime. A drowned spawned near me, and started targeting and moving towards me like they normally do. However; when I broke the surface of the water to get air a few times, I noticed that the drowned had suddenly stopped and was hovering in place. It was still targeting me and had it's swimming animation; but it didn't move at all from where it was hovering. I swam over to it and hit it, which knocked it back. It still was frozen in place and didn't move.

      Expected Behavior:
      Drowned targets and starts moving towards the player if they are submerged in the same body of water. At daytime, if the player surfaces, the drowned will lose interest in the player and start wandering around. If the player resubmerges into the water again, the drowned will target the player and start moving towards them again.

      Observed Behavior:
      Drowned targets and starts moving towards the player if they are submerged in the same body of water. Player surfaces and then resubmerges in the water. Sometimes, the drowned freezes and hovers in place, while still targeting the player and looking at them.

      Steps to Reproduce:
      1. Build or find a deep body of water (preferably more than 20 blocks deep).
      2. Set the time to day (night can also be tested).
      3. Spawn a drowned in the water.
      4. Set your game mode to Survival and submerge into the water near the drowned.
      5. Let the drowned target you.
      6. Surface at the top of the water and resubmerge (you may have to do this multiple times to activate the bug).
      7: Observe if the drowned has become frozen in place, but is still targeting you and turning to face you.
