Data files like raids, scoreboards, maps, etc. are not saved if they do not already exist

      When a world is closed (or the game is paused in singleplayer), the game fails to save files in the world's /data/ folder if they don't already exist. This affects things like raids.dat, scoreboard.dat, any maps generated, and so on.

      Steps to reproduce

      • Create a new world. Do things like create scoreboard objectives and open maps
      • Press Esc to pause the game
        • An error similar to the one attached should occur
      • When closing and reopening the world, the data will not exist. Any scoreboard objectives created previously won't exist, and previously created maps will be blank
