A scroll sensitivity of 1-10 behaves the same when switching hotbar slots using the middle mouse wheel

      When I was playing survival, I noticed that my hotbar scrolling was very slow. I turned the scrolling sensitivity up to 10, and the scrolling was the exact same speed. I even tried numbers in between 1 and 10, but they didn't work either. The scrolling sensitivity is only affected when it's under 1.

      What I expected to happen was...:
      the hotbar scrolling to be way faster, just like when the mouse sensitivity is high.

      What actually happened was...:
      the speed was the exact same as it was before.
      Steps to Reproduce:

      1. esc -> Options -> Controls -> Mouse settings -> Scroll Sensitivity
      2. Set it to 1.00.
      3. Scroll through each of the hotbar slots, 1 notch at a time.
      4. Set the scroll sensitivity to 10.00 and repeat step 3.
