Cactus and sugar cane age state changes are still not communicated to clients

      The bug

      MC-70127 was marked as fixed for 1.20.2 pre-release 1. However, cacti and sugar cane, despite being covered under that ticket, are still affected by the issue.

      How to reproduce

      1. Open your F3 screen
      2. Run the command
        /gamerule randomTickSpeed 100
      3. Place a cactus, paying attention to the right hand side of the screen where it lists block states
      4. Wait five seconds
      5. Right click the cactus

      Expected results

      The age state of the cactus would increase, which would be reported by the debug screen since you're looking at it and right clicking on the cactus wouldn't do anything.

      Actual results

      Right clicking the cactus causes the displayed "age" value to instantly increase from 0 to a higher value such as 5, implying that the block's state change on the server was not communicated to the client until a player interaction with this block forced it to update client-side.
