I am currently playing in a hardcore single player world. I created a villager breeding facility and have given all of them jobs.
I have three farmer villagers and they cannot refresh their trades. When they try to go to work they become frozen, they don't make sounds and they don't move their heads or interact with other villagers.
What I expected to happen was...:
After experimenting with their job blocks (composter blocks), I thought they would be fixed if I broke their job blocks and placed them down again.
I tried dropping the composter blocks on the ground to refresh their data tags in the event something changed between update 1.19.2 - 1.19.3.
I placed them in front of each farmer villager.
What actually happened was...:
The reaction from the farmers was the same each time.
Every time I placed the block down they would freeze in place. When I destroyed the block and picked it up, they acted like normal villagers and were seemingly free from the bug.
Steps to Reproduce:
1. Obtain 3 villagers, via breeding in hardcore mode
2. Give each villager the farmer job one by one (or all at the same time, I am unsure).
3. Level each farmer to "Farmer - Master" the max level farmer.
4. Break each farmer's job block and replace them in the same or different places
UPDATE:
Whether it's relevant or not, I recently discovered how to replicate the bug after encountering it happen in the same world with a librarian villager.
This villager was only novice level when the bug happened, so I don't think the bug has anything to do with the level of the villager expertise.
I was moving the villager's corresponding lectern job block and I noticed that for a brief second, the villager started behaving erradically. It looked a bit like it was lagging at first, its head movements were normal, but the villager itself did not move.
It was able to look at other villagers, but the head movements were slower than normal at a sort of jittery pace. Usually when you jump in front of a villager and look straight at it, the villager tracks your head movement by looking straight at you.
I did this and the villager behaved normally, but once again at a very slow and jittery pace (not like a shivering as if you were curing the villager, more like it was lagging or something).
After that I picked up and placed the job block again and that same villager, along with another villager stopped moving entirely. The bug proceeded as it normally would have before.
As of currently I thought this might have resolved the bug with the farmers by some possibility and to my dismay it didn't. Wishful thinking.
Now I have 3 farmer villagers and 2 librarian villagers that are bugged and will not refresh trades.
It's now terrifying to remove a villager's job block.
2nd UPDATE:
Villagers do look at you mid-air when the bug is in effect. I discovered this when I pushed a bugged librarian off of a small cliff.
Also I have most likely bugged all of my librarians which includes 6 librarians.
3rd UPDATE:
Technically the bug doesn't affect novice villagers which haven't had their trades locked in.
4th UPDATE:
I think the bug occurs when there are too many villagers trying to claim the same job block, the bug doesn't affect villagers of single variety.
If I have 6 librarians and the bug happens to take effect, it only effects the librarians.
If I have only 1 butcher and I replicate the the bug steps, the butcher is never affected.
5th UPDATE (bug fix solution!):
I found a method that works to temporarily fix the bug.
If you place down all of your villager job blocks and your villagers are cursed with this bug, you can press the esc key and save and close to title screen, then open up your world again.
Do this multiple times until one of your villagers path finds and claims their job block, once that happens the rest of the villagers should be fixed.
I'm not concerned with this bug anymore since I've found a way to ignore it without being fixed so I won't be making anymore updates.
I might attach pictures later on though.
