The "/attribute @p minecraft:generic.max_health base set x" command not working properly for lower values of x..

      What I expected to happen was...:
      When I use /attribute @p minecraft:generic.max_health base set 1 it should set my max hearts to 1/2, but that doesn't happen, instead nothing changes.

      What actually happened was...:
      The /attribute @p minecraft:generic.max_health base set x command only works when x is a higher number, I'm not sure what numbers it works with, but so far 30,50, and 100 have worked.

      Steps to Reproduce:
      1. Open a world with cheats enabled on survival or hardcore
      2. type attribute @p minecraft:generic.max_health base set x
      3. Try different values for x and see what works
