In the newest snapshot (have not checked other snapshots) the NBT data for showing what tab a boat is in is different for oak boats with chests and bamboo rafts with chests. These two boats say that they are in both "Tools & Utilities" and "Redstone Blocks" while the other boats with chests are only in "Tools & Utilities"

Steps to Reproduce

1. open MC Java edition v 1.19.3 pre-release 2
2. open creative inventory
3. look at the boats with chests
