Upsidedown Stair Redstone not working as expected.

What I expected to happen was...:
Since the redstone is shown as connected i would expect that it works in both directions up and down.

What actually happened was...:
It only works like slabs in the up direction

Steps to Reproduce:
1. Place a redstone torch, some redstone dust and a stair in the same position like shown in the image.
