When you try to teleport some player's to their own position/rotation constantly.
What I expected to happen was...:
Everybody should be movable freely and also it should be seen in other people's sight
What actually happened was...:

For South Korean players(players with good connection), there wasn't any issue.
For non-South Korean players(players with bad connection), there was the issue, that they freely moved in their client side, but on the other people's sight they are not moving at all.
Steps to Reproduce:
1. Make basic superflat world and open vanilla 1.19.2 server (enable flying should be true)
2. Write down this command on repeating command block
execute as @a positioned as @s rotated as @s run tp @s ~ -51 ~ ~ ~
3. Watch that players freeze while they are not frozen in their own client
