I thought that when applying boats, they would not be put everywhere except water.

In fact, all kinds of boats can be put on any surface, on a chest for example, but except lava. I just don't quite understand why loci should be put on the ground and ride them on the ground.

Steps to reproduce the problem: 
1. Create a boat
2. Put the boat on any surface
3. Get into a boat and ride it on the ground
