minecraft:iceberg_blue and minecraft:iceberg_packed fail to be placed with /place under certain circumstances

      minecraft:iceberg_blue and minecraft:iceberg_packed fail to be placed with /place feature under certain circumstances: the features are hardcoded to generate at Y = 63, so it fails when there is no space to generate it at that height. However, it will always claim the placing was successful.
